Our Role

The Health and Built Environment service is responsible for providing a range of statutory and advisory services designed to protect and enhance public health and safety, and to contribute to the overall improvement in the health of the community and the quality of life for all living and working in the council area.

The service is responsible for enforcing a wide range of legislation which includes Acts of Parliament, Orders in Council, Regulations, Bye-Laws and Statutory Codes of Practice. Any enforcement action taken by Service is taken in accordance with Councils enforcement policy.

This policy sets out the principles and approach which the Council’s Environmental Services Directorate and its officers will follow so as to provide an effective and fair service, and to ensure consistent and open enforcement. You can download our enforcement policy here:

    Commercial Services

    The Commercial Services section provides advice guidance to the general public and business operators with respect to food control, health and safety and the safety of consumer goods. This is done through risk rated inspection programmes, planned initiatives the investigation of complaints and where necessary appropriate enforcement action.

    Public Health & Housing

    The Public Health and Housing section aims to protect the natural environment by the control of environmental pollution and ensuring maintaining and improving public health and housing standards. These objectives are achieved by a combination of enforcement and regulation, education and awareness, and by working in partnership with individuals, groups businesses and other statutory partners across the area. A particular focus is given to reducing health inequalities, accident prevention and tackling both fuel and food poverty.

    Licensing, Public Safety and Protection

    The aim of the Licensing and Public Protection section is to ensure that public places are safe. This includes the regulation of premises used for entertainment, sale and storage of petroleum, Caravan sites, certain sports grounds, Street trading, and Civil Ceremony or wedding venues. It is also responsible for the control of dogs, animal welfare Emergency Planning matters and the enforcement of Council byelaws.

    Building Control

    The Building Control section is responsible for enforcing building regulations and ensuring that buildings conform to these regulations which include standards on health, structural stability, fire safety, energy conservation and accessibility. The section is also responsible for dangerous structures, road and street naming, postal numbering and property searches.
